Its a ring piece that can make sections such as the pommel screw on more leveled if need be. Like a delay ring? No...lol

Yes I'm sure that it is a timing shim ring which one of the other guys sells or you could purchase a super thin metal washer at a hardware store.  Take your saber with you for the best fit.  Smiley
