Now that is one I actually can answer. In Shadows of the Empire (one of the few EU books I have read) they mention the castle and that is wealth is, something like, beyond calculation or more than can be comprehended. However it was phrased, it was made it clear that he is loaded. I don't think he needs benefits. Anything he wants, he can afford...but who would dare send him a bill, anyway? Would you?

I think it's more like a line of credit. All stuff Vader purchases gets billed to his account at the Muunilinst bank, and any overdrafts are taken care of by the Imperial treasury.
