Um... railguns do fire bullets... they just do it using electromagnetic acceleration (actually something that can be easier to adapt from existing blaster tech than making gunpowder) and do so at high rates of speed (like Mach 4+). As such, they are easily adapted for space use, given that gunpowder won't work in space (oxygen is needed to fuel the gunpowder explosion, and there is no air in space).

Also, I think the DEMP is more in line with the character's chosen profession of tracker/guide/bounty hunter. It would essentially work like an ion cannon, but instead of "highly ionized particles", it would emit a Directed ElectroMagnetic Pulse (hence, DEMP). This is technology that we are experimenting with today, so I don't see why it wouldn't be available for those who can't afford the luxury of a true ion cannon.
