The rechargeable Li-Ion batteries in the store say they're "protected". Does this mean you don't need a PCB (Protection Circuit Board)?

I'm probably gonna be asking a few questions here and there, cause I have to figure out what electronics I need to go with the Obsidian for my Luke V2 project. I'm trying to research this as much as I can, so I'll keep the questions to a minimum.
