I agree with that, it didn't feel like there was enough to do in the city. Especially when, once you complete everything and unlock the worst nightmare skin, there is no reason the roam around Gotham.

...And now that it's been removed, there's no point in doing much of anything after the main questline. Most of the side quests were dumb and the thinly-veiled Riddler trophies were easy.
I find that Origins has the best plot of the three games so far, but otherwise, it's the worst by a long shot.
