I was hoping to order another CE Prophecy but it seems the hilt is limited to RGB and I would prefer Adegan Silver. Is this a permanent phase out of the hilt all together or are you guys just out of the single color hilts at the moment?

Any time Ultrasabers make a CE or LE it is truly a limited run of that saber.  It is very VERY likely that they only have RGB hilts left of the CE.  After all, it would be a Collector's Edition if there wasn't a limit to the quantity.
