The Global Elite

I want to write a screenplay whereby the villain is part of the Global Elite and thinks it would be best for the Earth's future and people's quality of lives if the world's population was reduced to 1 billion, so he creates a deadly disease and put it in the 'vaccine' to prevent it, meaning of course that millions of people will get the vaccine to stay safe and will subsequently be killed. He would also put bombs in the underground sewage systems of poorer countries such as Africa to blow them up and create earthquakes. On top of this he would blow up prisons and generally kill anyone who is of any sort of disadvantage as it is.

I like this idea as even if the hero were to stop the villain he'd kind of be doing the opposite of saving the world. So my question is, how would you write the hero? What type of character could actually stop this guy, or how? What is the solution, because one way or another the world is going to suffer, whether now or later?
