Do I have a battery failing?
I keep them on the charger when not in use, but this one keeps going to zero.
I take it out, put it back, and it shows 100% for about 30 minutes or less, then shows back to zero.
I swapped sides in the charger, same thing, so it's definitely the battery, not the charger.

Have you tried them in your saber? I was having similar things going on with my batteries, not going all the way down to zero but very low readings. But they work just fine on the saber.

That's about all I got.

Came into work today, both are now showing "100% - Full"
So maybe it was some sort of maintenance cycle?

I dunno, the charger is nice and obviously is more intelligent than me.

If your batteries are acting flaky and not always charging right, it's worth getting new batteries. $9 for a new set is way easier than messing around with flaky batteries. If these are you only batteries, and they get a lot of use, perhaps they have worn out. At a minimum, a new set of batteries will show you if the problem is the batteries, and a second set of batteries is always a good thing anyway.

If the readings aren’t accurate, I’d get a new set of batteries.  It doesn’t hurt to have more than one set laying around and the plus side is that you’ll never have down or wait time for your batteries to charge
