So my question is this; if we don't spend $250 we pay for the shipping ourselves,  (got that part) are we still entered in the raffle? I  recognize that you get 10% off all sabers, but would you still be in the raffle if your  purchase was say $175 and you pay for shipping?

Your subtotal (without shipping and with all coupon codes) must exceed 250$ to be eligible for the raffle, so an order below 250$ (even if you pay for shipping and thus get over the 250$ limit) isn't able to enter the raffle.
