So I have been considering getting a custom size blade as I want something a tad shorter than the 32 inch but I don’t want my saber to look like a short sword or a dagger so I don’t want to go as small as 24 inch. In the blades option under saber parts on the website it has custom blades available in UltraEdge Heavy Grade but it specifies no blade film.

I was curious to know how the lack of blade film effects the look of the saber when lit.

It needs film for sure.  The films what makes it light up to the end.  Without it, you’ll loose nearly all the light at the first quarter of the saber.

I’ve got some blades I cut, but I cut them to measure the length of the cellophane roll I used.  I think the normal rolls in the stores are 30 inches.

Ok. So if I get a custom size blade I will need to purchase and install the blade film myself.

I suggest just getting a standard sized blade in your preferred configuration (mid-grade, ultra edge, etc) - or use you current blade if you are not going to use it anymore - and cutting it down yourself.  You will get the proper film for the inside of the blade and you can get it to the exact length you want.  An inexpensive miter box and fine-tooth miter hand saw will do the trick.  The film is easy to remove and cut with regular scissors (just be careful not to wrinkle it).  A paperclip on each end will help to keep it from unraveling.
