I'm looking to create an original Sith costume that will include shoulder armor. The shape is roughly like Vader's shoulder armor but 2 ovular pieces. One larger with smaller on top and a tapered neck gorget. II'm trying to figure out how to create a pattern to refine before going to the eva foam. Any suggestions or ideas? I'd like to possibly incorporate a cape  and hood later on as well.

First thing would be to lay it out in card/paper.
That way, you can both get the sizing right, and make the pattern.
Good measurements of your shoulders and chest might be a good idea as well

So, I was able to grab the item "in-world" and play around with it and break it down to some basic shapes.

I took some "photos" for reference. Now I just have to figure out how to translate this into reality.

Looks like you've definitely got a good start for work there.
Add to the list a measurement of your neck.
And I'd definitely start with at least construction paper for initial layouts
