Speaking as a Twi'leki cosplayer, I have to say Pam's Lekku are by far, the best I've seen. I recently purchased a set from her and I am over the moon about them. They feel life-like, wiggle when I move, and have a texture/look of 'real' skin. I can't really tell you much about making a Togruta set but it is most likely possible with latex. Although it costs around 150$ for a complete set, Pam gets them done and quickly! I'll post pics of them (unpainted) if you'd like.
