For my modern jedi look, I got a kimono jacket but they say a tabbard is a surcoat or coat that goes over a coat so what should a modern tabbard be? A vest, i lave a black one for a suit. Should it be a scarf?

look up the COOFANDY Ruffle Shawl Collar Cardigan in google. SirLiftALot and I are using it like tabbards in our costumes (see threads). This is an inexpensive option that acts like Vader's long tabards under his cape
