Thanks for the great comments guys! About keeping the clips aligned, I don't think it would really be much of a problem as long as you align them well to begin with during assembly, since there's not joint or anything in your leg between them.
I didn't think about how to get the saber off the clips. Having bars connecting the buttons together, as Manroon said, might work, but I would be afraid of the bars bending, but I guess the would depend on the materials used.
The best solution I can think of would be to modify the bottom clip so that it would actually close over the top of the covertec knob. It would still keep the hilt from swinging, and the top clip would hold the saber down inside of the bottom clip. This way, you only have to open the top clip to get it out.

I want to say I love the concept for this, as it is an effective option for carrying a saber staff. The comment made about needing a system to unclip both clips simultaneously would be an issue, though the lower clip could always be modified to not clip but just to stabilize the saber.... removing the need for juryrigged unclipping bars.
I have plenty of experience with drop leg holsters and have to agree that even though there is no joint in the thigh for the placement, you would want something rigid aligning the two clips. The flexing of the thigh during wear will shift the clips, plus the muscles in the thigh taper to the knee, it would eliminate slippage and improper placement after movement. Keep in mind if you plan on sitting a fair amount a drop leg is not the most comfortable thing in the world, at least with pistols.
