Unfortunately, Who Framed Roger Rabbit is disqualified. Yes, it does include animation. However, it is NOT an animated movie. As you yourself noted, it is a "live action/animation hybird". That is why I never included Mary Poppings or Bedknobs and Broomsticks on my list.
And I agree with you and FF VII. Really enjoyable.
To be fair, your original post did not stipulate that the movie had to be entirely animated, only that it had to contain animation. However, I will capitulate, as rules lawyering this to include partial animation could open the door for just about every movie in recent years, including TRON: Legacy and Rogue One. As a replacement for WFRR (and boy do I feel like a colossal jackass for forgetting about it), I submit Transformers: The Movie. Optimus Prime being a total badass:
Followed by the third time I cried at a movie (the first two were Old Yeller and Where the Red Fern Grows):

I would have thought "Animated Movie" was enough of an indication! LOL Plus, I'm trying to refrain from having too many rules as then it loses the fun aspect. In this case, I fully understand you including WFRR. However by pointing out your faux pas I made you remember an awesome movie, so all is right with the world!

Ironically, backlash over Optimus Prime's death is why Duke survived G.I. Joe: The Movie, which was slated to be released first. However, due to production delays, The Transformers was released first. Had G.I. Joe come first, maybe TF would have been edited so that Optimus survived. Some nice picks there. Sorry to exclude DTV. Maybe I'll use that for another top 11 topic.
It's OK, I just think some of the best animated films never hit theaters. But, I still found plenty to choose from in the ones that did. I did that list off the top of my head in the break room at work.

GI Joe never aired in the UK (although I know who he is). We has Action Man instead.

Well, that makes sense, given that G.I. Joe was "A Real American Hero." Having it air in the UK would be like having a cartoon about an elite British military unit air over here.

I like movies, Spider-Man, and lightsabers.
That's about it. ¯\_(ツ)_/¯
My username and avatar may be of a villain, but I like Light Side points.

Good movie. I'm glad that animation like that and the stop motion kind is making a comeback.

These are in no particular order. I love them all, for various reasons. The numbers are just there to make sure I limited myself to 11.
My picks:
1- The Jungle Book (1967) 2- The Incredibles 3- The Lion King 4- South Park: Longer, Bigger and Uncut 5- Spirited Away 6- Princess Mononoke 7- Aladdin (RIP Robin Williams) 8- Kung-Fu Panda 9- Akira 10- Ninja Scroll 11- Monsters Inc
Honourable mentions: i- Toy Story ii- Heavy Metal (1981) iii- The Iron Giant
What if you don't know if a) it was released in theatres or b) released in domestic theatres?

Let me rephrase that second part. What is you don't know if it was released to theatres regardless of whether it was released domestically? Jev made note of Advent Children, and that would be a damn travesty to not have been put on at least Japanese screens.

Sorry. You've lost me. Do you mean if it was released theatrically internationally, but just not in America?

Google will let you know. Either the Wikipedia page or the IMDB page.

Yes. Like say something was released to theatres in the UK, and not in the US, but still on my list of favorites. Like Steamboy is on my list. It's a feature length anime, but not certain if it was screened in Japan originally, and then later dubbed for the English speaking home views.
