Is there a purpose to the rolled-up sheet of plastic in my saber blade?  Is it important to the functionality, or just for shipping or storage?

Hey MWBlinky!

That cellophane in the tube is for light diffusion.   It picks up the light from the LED, spreads it down the blade to even out the color and make the whole blade light up.  You'll want to keep that in place.  The blade will not look nearly as good without it.
