Sorry, yea he did the exact same thing he did to his home planet. Vitiate could put his essence into other bodies. He grew tired of the Sith and founded a new Empire using a different body. He would hop between the two while he built his new empire.

One thing that opposes me to this arc is this:  The owner of every saber, other than Malgus', was killed by Malgus. And he never struck me as the type to claim trophies. So where did the wonder twins get them? Zallow's especially, since after his death in the Jedi Temple, the temple was utterly razed. |

I highly doubt that those sabers actually belonged to those people. I think that the Jedi one was just a popular design and the sith is the same. if you look in the trailer where Arcann loses his arm, there is a red female Twi-lek who looks like she uses the lightsaber that belongs to Vindican.
